Guwahati: A resident of West Bengal has approached the Chief Minister’s Special Vigilance Cell, alleging that he was duped of several crores of rupees in a property fraud involving a woman from Guwahati and her associates including a senior Assam Civil Service (ACS) officer.

In his complaint, Prashanta Malakar claimed he was deceived by one Dali Nandi of Guwahati. Malakar alleged that he transferred substantial sums to Nandi’s accounts in Axis Bank and UCO Bank, Rehabari branch. Malakar stated that some of these funds were used to create fixed deposits, but a large portion was allegedly siphoned off without his knowledge or consent. He further revealed that in 2013, he financed the purchase of a flat—Flat No. C-2, Jaya Niwas, Udalbakra, Guwahati—in both their names. In 2019, while still abroad, he executed an Irrevocable General Power of Attorney in Nandi’s favour, allowing her to manage the property.

To his surprise, he discovered in 2021 that the flat had been sold to a third party, Sujoy Roy, without any mention of his ownership in the sale deed or sale permission documents. Malakar suspected that this was done deliberately, in connivance with local land authorities including a Circle Officer, and has accused Nandi of embezzling the entire sale proceeds.

The complaint also implicated ACS officer, who Malakar alleged played a role in facilitating the illicit sale. He believed the transaction was orchestrated to exclude him from his rightful claim to the property. He has now sought intervention from the CM’s Vigilance Cell and demanded a thorough investigation and legal action against those involved in the alleged fraud.
