GUWAHATI: The state government’s Department of School Education has asked the Director of Secondary Education to provide information relating to the number of vacancies in the posts of principals for higher secondary schools and headmasters for high schools, with the intent of filling up the vacant posts very soon.

The Department of School Education has also asked the Director of Secondary Education to initiate the selection process to fill the vacancies according to existing rules and procedures.

It may be mentioned here that teachers’ organizations as well as state employees’ bodies have long been demanding that the vacant posts of principals and headmasters in higher secondary and high schools in the state be filled up.

The Assam government had earlier published a gazette notification regarding the criteria for selection of principals of higher secondary and senior secondary schools as well as graduate and postgraduate teachers after amending the Assam Secondary Education (Provincialised Schools) Service Rules, 2018.

The new rules, known as the Assam Secondary Education (Provincialised Schools) Service (Amendment) Rules, 2023, stipulate that principals of higher secondary and senior secondary schools would be appointed by direct recruitment after the appointing authority, before the end of each year, draws up a list of eligible candidates for vacant posts to be filled up in each district of the state.

Also, the principals of higher secondary and senior secondary schools would be selected on the basis of a written examination of 100 marks to be conducted by the Director. The written test of a total of 100 marks will comprise tests of: General English- 20 marks, Current Affairs- 20 marks, Basic Principles of Management- 20 marks, Service matter- 20 marks, and Basic principles of Finance & Accounts - 20 marks.

The new rules in the selection process for appointment in vacant posts of graduate teachers, postgraduate teachers, and subject teachers of vocational subjects state that the candidates would have to pass the Teacher Eligibility Test-Recruitment Test, comprising a total of 250 marks in two papers: Paper I of 150 marks will include tests on: Pedagogy (50 marks); About Assam and its People (50 marks); General English (30 marks); and General Studies and Current Affairs (20 marks). Paper II shall be for 100 marks for each subject taught in Classes IX and XII in a secondary school. Further, the candidates would be allowed to choose the subject from the list of subjects to be notified by the appointing authority at the time of advertisement for the vacancies.
