Is CAA an election issue?

The entire Opposition has made CAA an election issue for the Assembly polls. In the name of CAA two regional parties have taken birth and now the Congress has started 'No CAA' inscribed gamusa campaign in the State. The two parties, the AJP and the Raijor Dol have committed to the public that once they form the government, the CAA would be scrapped. The Congress too has given assurance that the CAA will not be implemented in Assam (of course their Barak valley stance is not clear). As far what I have gathered till now, the CAA is not a factor anymore. The CAA factor is nil in lower Assam as the people of lower Assam has already experienced demographic change due to massive inflow of illegal Bangladeshi miya infiltrators. In certain parts of upper Assam people have concerns with the CAA but that percentage is very low to impact the ruling party's prospect. In upper Assam the tea tribes holds the key to winning and losing and if one analyses the CAA factor among the tea tribes it is as good as null. The mushroom Dol and Sangathans of upper Assam have kept alive the CAA issue but their efforts of public awareness regarding the CAA is very inconsistent and also public have understood that the CAA is used as a tool to create a fear factor among the masses.

Pink Bus service

Through the column of your esteemed daily, I would like to show my gratitude towards the Government of Assam for the meritorious work done by it i.e, the launching of 'Pink Bus' which is exclusively for women and senior citizens of Guwahati to travel within the city for free of cost. It plies on some of the busiest routes of the city through the day and provides fast, safe and easy mobility to women and senior citizens. In India, women faces sexual harassment in public ranging from being stared, followed, groped and even raped. With the launch of 'Pink Bus', Assam government proved that women safety is its priority. It also sets an example for other States to ensure the safety of women.

Zebra crossings and speed breakers

Through your esteemed daily, I would like to draw your kind attention towards the issue of lack of zebra crossings and speed breakers in the areas of Kailashpur and Lankeshwar. As these areas are at close proximity with the Gauhati University, many students are resident of these areas. There are numerous private hostels and a huge crowd of students are seen throughout the day. The students face problems while crossing the National Highway that run along these areas. The heavy duty vehicles like trucks, buses, lorries that run with high speed makes these areas prone to lethal accidents. It needs immediate action to curb this menace.

So, I would request the concerned authorities to look at this matter seriously and act accordingly.

Coaching centres and junior colleges

Recently, coaching centres and junior colleges have sprung up all across the State. This is absolutely true that coaching centers and junior colleges have been set up by some opportunists on a business basis. It is unfortunate that these coaching centres continue to loot by charging more than the required fee from the parents of the students. In order to ensure the future life of many meritorious students of Assam, this looting has been going on in Guwahati itself for years. There has been a flurry of media coverage in this regard, though no action has been taken against the owners of these coaching centres due to their secret links with the State Education Department. In this context, it is pertinent to mention that on the basis of the allegations published in the media, the Deputy Commissioner of Kamrup had directed an Additional Deputy Commissioner to conduct an inquiry at the end of last year. Large fraud was detected in the early stages of this investigation. According to the investigation data, these organizations continue to loot crores of rupees through massive fraud. It is unfortunate that many coaching centers have unjustly collected huge sums of money from the parents of meritorious students by tempting them to pass the JEE, NIIT exams easily after passing the high school exams. Most recently, a number of well-known and expensive coaching centres have been set up in Guwahati. These expensive coaching centers and junior colleges are being falsely advertised as CBSE approved. In fact, in order to entice the parents of meritorious students, these institutions have been spreading false propaganda. According to the Department of Human Resource Development, Government of India, the CBSE has not given any such approval to any coaching centre or junior college. According to the complaint, many influential people in the top echelons of the State government and the Education Department have been running a multi-crore business through false propaganda of NCERT syllabus and CBSE approval. However, the State and Central governments should take the necessary steps in this regard.

Accessibility for Divyang

It is welcome to note that the Union Social justice and Empowerment Ministry has launched the 'Sugamya Bharat App' to facilitate the Divyangjan. This crowdsourcing mobile application is a means for sensitizing and enhancing accessibility in the 3 pillars of the Accessible India Campaign like built environment, transportation sector, and ICT ecosystem in India. The app provides five main features, 4 of which are directly related to enhancing accessibility, while the fifth is a special feature meant only for Divyangjan for COVID-related issues. The App is made accessible for ease of use for persons with disabilities with different accessibility features. The App has provision for providing notifications to the users at the time of registration, regular status updates as well as at the time of resolution and closure of the complaint. Hope that the App will empower Divyangjan and it will prove to be helpful in providing benefits to government schemes and facilities.

Erratic gas supply

The Lakwa and Namrup thermal power stations of the Assam Power Generation Company Limited (AGCPL) are facing problems due to erratic gas supply. So, the Assam Electricity Regulatory Commission (AERC) has directed the authorities concerned to explore new sources of gas supply to overcome the difficulty. The AERC Chairperson and the legal member visited the power stations to assess the functioning and directed APGCL to take necessary measures to improve generation and carry out preventive and scheduled maintenance of the units on time.

This is a serious matter and if needed power may be borrowed from other States meeting with Minister of other States, and even Prime Minister may be approached in dire cases. At present the price of cooking gas cylinder has been increased off and on. This skyrocketing price of gas cylinders has crippled common man, and poor people have to collect wood for cooking.

OTT and social media

The government has taken a right step towards a constant vigil on the content of Over the Top (OTT) platforms and digital media. OTT platforms have been hugely banking on violence, bloodshed and barbarism. Sexual violence, objectification of women, brutalization of female characters and the male gaze occupy a major chunk of the screen time on their contents to cater to the adrenaline rush of the consumers, specifically the youth, but in fact are tarnishing their minds. The social media, on the other hand, has become a tool to breach the peace and harmony of the country. One hopes that the new stringent guidelines will make some difference.
