Loss of Decorum in Assam Assembly

This refers to the noisy scenes witnessed in the Assam Assembly over the issue of the State government's alleged move to downgrade the lone women's university of Northeast India - Assam Women's University, Jorhat - to a technical institute. It all started last week when Assembly Speaker Hitendra th Goswami did not allow former Chief Minister to clarify the allegations thrown at him by State Education Minister Himanta Biswa Sarma. Sarma had said that Gogoi as the then Chief Minister did not take him into confidence while calling at a meeting at Jorhat to discuss the affairs of the university. Sarma had also reportedly said that instead of appointing a VC for the university, Gogoi had appointed a mentor. This had angered Gogoi.

There was such ruckus in the House caused by both the BJP and the Congress that the Speaker was forced to adjourn the House for a short time. But even after the House resumed, the same scenes were repeated, forcing the Speaker to reverse his ruling, thus allowing Gogoi to speak and also Sarma to counter him.

What does not augur well is the kind of noisy scenes we generally witness in our legislative bodies. Be it Parliament or State assemblies, the story is the same. Angry and agitated members rush to the well of the House and cause huge uproar, breaking all norms of decency and decorum. This is unfortute. When people watch such legislators on TV screens, they feel betrayed because they did not elect the MLAs and MPs to behave as if they were in a fish market. Proceedings are disrupted, causing a huge loss to the exchequer also. This is bad for the health of our democracy.

In a democracy, everyone has got the right to speak his mind. But it should be done decently. One can give democracy another me - decency. Since we have freedom that we value so highly, our conduct should also be with responsibility.  This is all the more important when it comes to legislators. Their duty is to make laws, not to make noise. This, they must remember. Otherwise why should people respect them? they will lose faith in them.

Sorry Figure

The one and only women's university in the Northeast situated at Jorhat is making headlines for all the wrong reasons. The news of downgrading the university by the present government has forced the student community to resort to protest rallies. The target of the students is definitely Assam Education Minister Himanta Biswa Sarma. But on March 29, Sarma spoke on the controversy. He  refuted all the allegations.

It appears our one and only hattrick performing Chief Minister Tarun Gogoi is entirely to be blamed for the current position of the university. He has again cut a sorry figure.
