SOPD funds

Failure to utilize allotted funds is not new in Assam. Such reports are reported every year. It is seen that improvement has been made barring a few departments. Expenditure involves many stages. First submission of proposals and approval thereof, then preparation of detail estimates for getting funds sanction and execution. There is another problem for release of fund for payment. If one of the steps is delayed the entire process suffers. So Dispur should make a time-bound programme for these stages well in advance to streamline the procedure for better results.
