Spare us a Repeat of 1996

The fincial state of the Government of Assam is pathetic just now. This should be only too obvious from just three manifestations even though the reasons for the pitiable condition of the exchequer are many more. The first very clear manifestation is the loot of the exchequer that has taken place during the last 14 years. It is manifest in the tremendous improvement of the visible fincial condition of our legislators. The second manifestation is the abnormal increase in the size of public funds that have not been accounted for. This has exceeded several thousand crores of rupees. Filly, there is the ibility of the Assam government to pay monthly salaries of some of its employees for over three years. The worst sufferers are school teachers. Two of them have died of starvation. No one in government has lost any sleep over this.  And now the government has instructed all government departments with unspent development funds to deposit such funds in the exchequer so that salaries of government employees can be paid out of such funds. One can see how desperate the government is with almost empty coffers. It is the present state of near bankruptcy that has made people hark back to the days of 1996. That was the year the AGP came back to power for its second stint only to discover that the earlier Congress government had left completely empty coffers for the AGP. People remember this. It is part of their experience. And the ability to profit from it is called intelligence. So they can more or less figure out what the economic scerio will be like after the Assembly elections of 2016. The Congress government, after giving everyone a free hand to loot the exchequer, is in the process of leaving empty coffers because it knows it is not going to come back to power. If it had any hopes of coming back to power, would it have left empty coffers for itself?
