GUWAHATI: Alleging negligence on the part of the State Revenue Department and the enigma within the department as being the prime reason for non-fulfillment of the target of constructing and repairing embankments in the State, the All Assam Water Resources Contractors’ Association (AAWRCA) questioned the irregularities in releasing fund.
Addressing the media in a press meet held at Dispur press club on Friday, the Association president Muhi Borgohain said, “The negligence of the revenue department and the situation occurring within the department will have a bad impact and create issues in the repair of the embankment, which collapsed due to floods.”
Borgohain further said, “The revenue department of the State is almost in a stalemate situation as the department is dealing with lots of issues, starting from following the responsibility of principal secretary for releasing fund to delay of sending more than 100 files to the finance department for fund release. Since June, the work of releasing fund by the revenue department has remained stagnant. As an example, the revenue department has not yet released the fund that was meant to be release in the month of March. Even the funds of fiscal year 2016-17 has not yet progressed.”
Borgohain further said, “Each year flood comes and there’s a respective department for dealing with this problem. Each year many schemes are announced to tackle all these issues, yet we are bound to speak as the revenue department has put the contractors of water resource department in a problematic situation. Because the authority had already made it clear that there’s no hope for the contractors in getting the receivable money during Puja. The Chief Minister declares time limit for completing the targets, but does he look into the matters in terms of allotment of money by the cabinet and when the water resource department starts their work, why the delay in releasing funds?” said Borgohain.
Appealing for release of receivable fund, theAll Assam Water Resources Association also said that if no action is taken, in terms of the negligence of revenue department, it will lead to non-fulfillment of the target for repairing the embankment declared by the Chief Minister.
