Directorate seeks Utilization Certificate from Colleges

GUWAHATI, Oct 1: How much time it would take to prepare a utilization certificate (UC) against a sum of Rs 1 lakh? We often blame various line agencies for not being able to submit UCs to the state government spent against various welfare schemes. So the blame goes to the State government for the same apathy shown to the central government. However, this phenomenon seems quite traditional and widespread in the State as hundreds of colleges located in various districts are running beyond times to submit UCs against a meager sum of Rs 1 lakh.

Ironically enough, the Directorate of Higher Education, Government of Assam was forced to disburse letters to all the colleges of the State seeking UCs of Rs 1 lakh sanctioned under the ‘Ek Bharat Shrestha Bharaton’ scheme on or before October 10.

Notably, under the ‘Ek Bharat Shrestha Bharaton’ scheme, State’s colleges were sanctioned Rs 1 lakh for the purpose of the students’ excursion programme during the 2017-18 sessions. However, for not submitting their respective UCs, the due fund for the next session has been crippled at the Directorate which is nothing other than a lackadaisical attitude of the college authorities. As such, question remains, how fair and discipline are the academic institutions? Do they have moral spaces to criticize the State or Central government if they themselves are enveloped with a meager amount of Rs 1 lakh? Is it ignorant or negligence?
