GUWAHATI: The Election Commission of India has asked the Registered Unrecognized Political Parties (RUPPs) to submit their financial reports like Contribution Reports, Audited Annual Accounts for the years 2017-18, 2018-19 and 2019-20 and Election Expenditure Statements within 30 days from May 25 to avoid consequential action. According to a press release, the ECI order, dated 25th May, 2022, has been put on the CEO, Assam's website http://ceoassam.nic.in.

In this regard, the Chief Electoral Officer of Assam, Nitin Khade, informed on Monday that several RUPPs in the State have failed to comply with the provisions of Section-29C of the Representation of People Act, 1951 and other extant provisions of the legal and regulatory regime, governing Registered Unrecognized Political Parties and the directions of the Election Commission of India, such as submitting their Contribution Reports, Audited Annual Accounts with auditor report and Election Expenditure Statements in case of those who contested the General Election to Assam State Legislative Assembly in 2021 and Election to the House of People (Lok Sabha) in 2019, as also other bye-elections held in the State. He pointed out that out of total 23 RUPPs in Assam, only three parties have submitted their Contribution Reports for the year 2017-18, only one political party has submitted Annual Audited Account for the year 2019-20 and only one political party has submitted their Election Expenditure Statements pertaining to the Lok Sabha Election, 2019.

As such, all the RUPPs in Assam have been asked to submit their up-to-date Contribution Report and the Annual Audited Account for the years 2017-18, 2018-19 and 2019-20, and the Election Expenditure Statement pertaining to the Lok Sabha Election, 2019 and Assembly Election, 2021 within the timeline set by the Election Commission of India. Further, they have been requested to update their details of office-bearers, including authorized signatories for financial transactions, change of their official address and Permanent Account Number.

The CEO also directed the RUPPs to submit the compliance reports and other details before June 24 through email (ceo_assam@eci.gov.in) or physically at the office of the CEO Assam, Assam Secretariat, Block-C, 4th Floor, Dispur, Guwahati-06.
