Guwahati Refinery receives safety award

Union Minister of Labour and Employment, Environment, Forest and Climate Change Bhupender Yadav presented the award to SP Singh, Executive Director & Refinery Head, Guwahati Refinery, presented the award to Mr. SP Singh, Executive Director& Refinery Head, Guwahati Refinery, in the presence of Rameswar Teli, Union Minister of State, MoP&NG and Labour & Employment, at a glittering function held at the Vigyan Bhawan, New Delhi.

Guwahati Refinery has received the award in two categories, first as Winner in Scheme-I under 'Schedule 4' (Manufacture of Coke & Refined Petroleum Products) for achieving accident-free Lowest Average Frequency Rate in three consecutive years - 2016, 2017 & 2018 - and as Runner-up in Scheme-II for largest number of man-hours without any fatal/non-fatal accident/total permanent disability during the performance year 2018.

MOCK DRILL CARRIED OUT: According to another press release, an offsite Disaster Mock Drill was conducted by Guwahati Refinery on Friday in association with the Kamrup (Metro) district administration to check the effectiveness of the emergency response and preparedness of the refinery in tackling emergency situations in case of any offsite disaster.

The scenario considered was strong HC smell received by a CISF Personnel manning at Gate No.4. Upon being checked it was found that the nearby open channel was filling with oil. On being reported the team rushed to the location and observed heavy flow of oil having already crossing the boundary wall of the refinery. The SIC traced back to find out the source of leakage whereas at the same time, the Fire & Safety team started foam application near Gate No.4 for preventing occurrence of fire inside the refinery and proceeded further to estimate the spread of oil outside the refinery. On being informed, the major fire siren was blown. Meanwhile, the ignition of the spilled oil occurred due to vehicles passing by on the road outside the refinery and the fire engulfed the open channel area towards Gate No.4 and towards the area under Noonmati Flyover adjacent to the Railway tracks. Accordingly, the Chief Incident Controller consulted the district authority and an Offsite Disaster was declared. Immediately, help was sought from State Fire Services to control the fire outside the refinery. Upon receiving directives from district authority, all agencies sprung into action and the situation was brought under control. Inside the refinery, the source of leakage was traced back and steps were taken to completely stop oil spillage to the open channel.

Accordingly, after the situation was brought under control, the All Clear siren was blown in discussion with both the site incident coordinator as well as from the District Authority. After the drill, a debriefing session was conducted where SP Singh, Executive Director & Refinery Head, Guwahati Refinery chaired the meeting.
