Minister Naba Kr Doley Reviews Implementation of Rural Programmes

Guwahati: Reviewing the progress of rural development programmes implemented by P&RD Department, Minister Naba Kr Doley said, “Panchayat and Rural Development (P & RD) Department is formed to deliver services to the poor people of rural Assam. Negligence in this regard will not be tolerated.’’ Further, he also apprised that the present government has stressed on the development of rural Assam and therefore, the employees of the department especially the field officials are to be more pro-active and they should always perform responsibly towards the rural poor people, a press release stated.

Here it may be mentioned that to accelerate the pace of implementation of RD Programmes, various innovative steps have been taken and review is being done in the grass root level. Thus, a three-day review meeting was held from August 18 last to today under the chairmanship of Minister Doley in district level with the respective CEO, PD and BDOs in presence of Principal Secretary Dr. J.B. Ekka, Commissioner Dr. P. Ashok Babu, Secretary Nazrul Islam and other senior officials of P & RD Department. In the review meeting held in the Conference Hall of Commissioner, P&RD, for three days, every district was reviewed separately and implementation of every programme was looked into minutely and loopholes were brought to notice. Minister along with senior officials suggested measures to address the problems accordingly.

It is directed to complete registration of beneficiaries under NSAP, whose names were not registered in PFMS after the introduction of Direct Benefit Transfer system, within 7 days in every district so that pension may be transferred smoothly to beneficiaries. On the other hand, Minister Doley also directed to complete the selection process of beneficiaries for the universal Old Age Pension which is to be launched on 2nd October of the current year.

Similarly, various measures to complete the houses under PMAY-G within a short period were also suggested to every district’s P &RD personnel. Minister Doley also laid emphasis on solving the landless problem immediately so that the implementation of PMAY-G does not suffer. All districts are asked to categorize the houses under PMAY-G and take action accordingly. In case of incomplete schemes of 2016-17 under MGNREGA too the districts are asked to categorize every scheme in five categories and complete all within one month. On the other hand, to follow the guidelines of Govt. of India, all districts are asked to maintain the ratio of 65% schemes for Natural Resource Management.

Further, other issues like public grievances redressal, audit objections etc, are also reviewed and all districts are asked to take immediate action accordingly.

It may be mentioned here that 10 minutes quiz was also kept as a part of the review to know about the field personnel’s knowledge regarding RD programmes. It is hoped that this type of review till the grass root level will make the implementation of RD programmes more transparent and also speedier ahead, the release added.
