GUWAHATI: "The State Transport Commissioner is illegally allowing a third party back-end system with respect to the fitments of Vehicle Location Tracking devices in the State which is in clear violation to the AIS 140 standards as well as the notification issued by the Ministry of Road Transport & Highways, Government of India," stated member of the National Road Safety Council (NRSC), Kamaljeet Singh Soi on Friday.

Further, he questioned the State government for not setting up a command and control centre in the State to monitor public service vehicles despite receiving funds of Rs 13.86 crore under the Nirbhaya Funding Scheme from Ministry of Road Transport & Highways.

To bring down crime against women and children, the Central government in 2016 amended the Central Motor Vehicle Rules, 1989 by introducing rule 125-H. The rule makes it mandatory for public service vehicles and goods vehicles with national permit to install Vehicle Location Tracking devices with emergency panic button. Later the 'Nirbhaya Funding Scheme' was introduced across the nation. Eight States have already implemented this scheme including Meghalaya, Jammu and Kashmir, Tamil Nadu, and Delhi.
