Training programme on rural development organized in Guwahati

GUWAHATI: The National Institute of Rural Development and Panchayati Raj, North Eastern Regional Centre (NIRDPR NERC), Guwahati, is organizing a three-week Trainers of Training Programme on Risk-Based Internal Audit of Rural Development Programmes from February 16 to March 8, stated a press release.

The training is sponsored by Ministry of Rural Development, Government of India.

The Programme was inaugurated by Sashibhusan, Deputy Director General, National Institute of Rural Development and Panchayati Raj, Hyderabad in presence of NIRDPR NERC Director Dr Ramaswami Murugesan and Dr T Vijaya Kumar, Associate Professor and Local Coordinator of the Training Programme.

Dr Vijaya Kumar, while welcoming the guests and participants, emphasized the importance for risk-based internal audit (RBIA) in rural development and said that the perspectives of organizations to the risk in today's dynamic competitive business environment have changed and now taking advantage of the returns of risky activities has become one of the priorities of organizations and programmes. Risk-based internal auditing is an approach and selects the high-risk fields determined by risk assessment as a focal point and provide time and cost-saving in the audit. Under this approach of RBIA the auditors not only supervise the control activities, but also contribute to the development of the risk management processes by defining the universe of risks and continuously monitor the risk status of business activity.

Dr R Murugesan in his opening remarks said that one of the most important questions in development policy today is Transparency and accountability this RBIA methodology is one among such framework that the Ministry of Rural Development Government of India wants to create a pool of trained internal auditors in different states for effective implementation of Rural Development programmes to reach the targeted population.

Sashibhushan, while delivering inaugural address, said that this training activity is being designed as a part of monitoring and evaluation for effective implementation of the rural development programmes with active participation of State and local government departments in India.

Government of India, particularly the Ministry of Rural Development, is spending huge outlays on the welfare programme for the uplift of the rural poor. MORD is implementing various schemes like MGNREGS, NRLM, DDU-GKY, PMGSY, NSAP, PMAY-G, SPMRM, PMKS and SAGY in more than 700 districts and it is really a herculean task to audit all these units. Hence the MoRD planned to create a pool of 5000 certified internal auditors from retired and servicing officers with Rural Development back ground by giving training and engaging them in the audit for effective implementation of the Development programmes. To create the pool of certified internal auditors the system requires master trainers to carry forward the training of RBIA in different states through State Institutes of Rural Development and Panchayati Raj this Training of Trainer programme is planned to cater the needs of Northeastern region States. This is the seventh in a series of such ToT programmes being organised by NIRDPR with the support of Ministry of Rural Development, Government of India.
