Activity mapping of local authorities

GUWAHATI, Dec 5: The Assam Government has notified under Section 9 of RTE Act with the Rule 4 and 5 of Assam RTE Rules, 2011 activity mapping of the pertinent functions of local authority.

The pertinent function of local authority, according to the notification, are (1) to provide free and compulsory education to every child under Section 9 (a) and 9 (b) of the Right of Children to Free and Compulsory Education Act, 2009 along with Rule 4; (2) to ensure availability of a neighbourhood school as specified in Section 6 of RTE Act and Rule 4 of RTE State Rules, 2011; (3) to ensure that child belonging to weaker section and disadvantaged group are not segregated or discrimited against and prevented from completion elementary education on any grounds under Section 9 (c) and Rule 5; (4) making appropriate and safe transportation arrangement for the children with special need to attend school and to complete elementary education under Sub-Rule 7 of Rule 4; (5) maintain records of children up to the age of fourteen years residing within its jurisdiction in such manner as may be prescribed under Section 9 (6) to ensure and monitor admission, attendance and completion of elementary education by every child residing within its jurisdiction under Section 9 (7); to provide infrastructure including school building, teaching staff and learning materials under Section 9 (8); to provide special training facility as specified in section 4 of RTE Act, 2009 under Section 9 (9); to ensure good quality elementary education conforming to the standards and norms specified in the schedule of RTE Act, 2009 under Section 9 (11)); ensure timely prescribing of curriculum and course study for elementary education under Section 9 (12); to provide training facility for teachers under Section 9 (13); to ensure admission of children of migrant families under Section 9 (14); and monitor functioning of schools within its jurisdiction under Section 9 (l).

The functions will be implemented by local authorities – Zila Parishad in district level, Anchalik Parishad at block level; Gaon Panchayat at GP Level and Urban Areas Local Bodies for every ward.
