“No approval of the PWD Minister was obtained by Boro in terms of the provision of the rules of Executive Business before issuance of the order,” Bora alleged.

The RTI activist pointed out that through the order one Hrikesh Buragohain has been appointed as the Senior Standing Counsel of the PWD (R) department but Buragohain has not completed ten years of practice as an advocate which is mandatory for appointing an advocate as Senior Standing Council of a State Government department.
