Assam central employees join stir

GUWAHATI, Nov 7: At the call of the Confederation of Central Government Employees and Workers, New Delhi against, what it said, the negative and indifferent attitude of the NDA Government towards the Central Government employees and pensioners, the Coordition Committee of Central Government Employees and Workers, Assam, today  observed mass dhar in front of AG (Assam), Beltola, Income Tax Department at  Aayakar Bhawan on the GS Road, at Christian Basti and (3) P&T Department, Meghdoot Bhawan, Panbazar. All affiliated associations and federations of the COC have participated in the dhar.

In a release issued to the press today, the COC said: “The retrograde and worse recommendations of the 7th CPC created resentment amongst the Central Government employees in the country. The false and misleading propaganda of big bonza for the employees sends a wrong and negative message to the people of India. The fact is that the 2nd CPC made insignificant increase of 14.3 per cent 1960), the 3rd CPC gave a rise of 20.6 per cent (1973), the 4th CPC increased 27.6  per cent (1986), the 5th  CPC enhanced 31 per cent (1996) and 6th CPC increased 54 per cent (2006), whereas the average increase granted by the 7th CPC is not even 14 per cent. While the percentage of increase has been ascending order all along, the 7th CPC implementation has sought the reverse trend. The increase to the CG employees is the lowest in the post-independence era.”

The rumours spread by vested interests have died down. Rumour like ‘before Durga Puja allowances would come, before Deepawali this would come and that would come’ came to be false. “Nothing has come except 2 per cent DA against the real increase of 3 per cent DA.  Orders regarding MACP have been issued enforcing the benchmark appraisal of ‘very good’ as essential for promotion and for fincial up gradation. Many Central Government officials have been sent out under the rule of 56J. A stern warning has been issued to the officials that there would be dire action against those who are having explicit opinion about the policies of the Government. The assurances in respect of Minimum Wage and Fitment Factor, given by the four ministers have not been carried out. No high power committee was appointed as per the assurance given by the ministers. On the contrary a Low Power Committee, set up for this purpose, is not serious and is dilly dallying. Confusion prevails about the MACP orders. No Clarity on MACP on hierarchical fincial up Gradation. The pathetic situation of the employees and officers of the autonomous bodies, commodity boards and other institutions formed by the Government of India persists. They are not getting the 7th CPC Pay Scales,” the COC said.
