DC prohibits earth cutting, filling in Kamrup (M)

Order to be effective from May 1

GUWAHTI, April 29: In a recent order, the Kamrup (Metro) Deputy Commissioner has prohibited earth cutting as well as filling activities carried out in the district. The prohibition order will remain effective from May 1 till the monsoon season is over.

DC Mittal, while circulating the order, asked all the enforcement agencies and the departments concerned not to permit any earth cutting and earth filling activity in the hilly terrains, water bodies and in low lying areas of the district considering the present risk and vulnerability. “However, for any Government scheme or any project of national importance, if earth cutting is required, then that may be taken into consideration on merit basis,” read the order.

Mittal also requested the Commissioner of Police, Guwahati city to impose CrPC u/s 144 for cutting and carrying of earth till the monsoon season is over. “If haphazard, unscientific and unplanned earth cutting and earth filling are allowed to continue unhindered in the district, it may cause a catastrophe, mishap and calamity of great magnitude, putting the public in a situation of great inconvenience and hardship,” the DC said in the order.

The order was circulated to all the concerned departments, including the enforcement agencies like revenue circle officers, Commissioner of Police, forest department, public works department, transport department, soil conservation department, planning and regulatory bodies like GMC, GMDA and the panchayat functionaries.
