Fincial anomalies crop up in Moran College

GUWAHATI, August 19: Now fincial irregularities have been reported in Moran College. The irregularities occurred when Dr. Anil Saikia was the principal. The revelation, according to sources, is set to unfold the possible connivance of politicians in the embezzlement of UGC funds for the college as Parliamentary Secretary and Mahmora MLA Sarat Saikia is seemed to be protecting the former principal of the college. MLA Saikia was the president of the governing body of the college when Dr. Anil Saikia was its principal.

Crores of UGC funds poured in for the construction of an indoor stadium, a digital library and a swimming pool in the college. When the matter of fund embezzlement came to light after the retirement of  Dr. Anil Saikia as the principal, sources said, two professors -- Dr, TN th and PK Paul -- were authorized by the governing body of the college to verify the allegations after a thorough scrutiny of the records.

During their scrutiny, the two professors found gross violations of fincial rules like (1) not maintaining any cash books in the college, and as such there was no audit of the account true to the term; (2) no stock register was maintained despite the purchase of a large amount of goods and articles, (3) the principal spending lakhs of rupees without the knowledge of the governing body, (4) transfer of funds from one account to another account by the principal without the knowledge of the governing body, (5) misappropriation of college funds, (6) unilateral decisions taken by the principal while spending UGC and general funds of the college, (7) over expenditure of funds against projects without the knowledge of the governing body, (8) lack of records of funds spent in the construction of some buildings, (9) Rs 18,43,300 is yet to be paid to a contractor, but there is no legitimate source of fund to pay the amount and (10) there was no governing body in true sense of the term in the past five years in the college.
