GUWAHATI, Nov 5: Congress Legislature Party (CLP)Leader Debabrata Saikia, who is also the Leader of Opposition in the Assam Assembly, has said that the Citizenship (Amendment) Bill, 2016 is unconstitutiol and that no foreigner can be given Indian citizenship.

In a statement issued to the press today, Saikia said: “The unconstitutiol Bill is under discussion in the Congress party. The party will take a decision by taking all aspects relating to the Bill into consideration. I, however, appeal to all Congress leaders and cadres not to make any statement on the Bill as that may create confusion and suspicion among the people of Assam. I want to make a mention that the Assam Accord was signed when Congress leader Rajiv Gandhi was the Prime Minister in 1985. The Congress has always been accountable to implement the Accord that put an end to the Assam Agitation.”

Saikia said: “The Congress is a party with an all-India outlook. It has been following secular and democratic values since pre-independence era. Many renowned scholars and leaders did serve the people of India through the Congress party. When the party wants to take a decision, it seeks the opinion of its cadres and leaders first. Any decision in the party is reached after careful discussions of the opinions received from party cadres and leaders at the party forum. When a decision is taken, leaders and cadres of the party work in unison to implement it.”
