Meet on scheme to double farm income held

GUWAHATI, Oct 14: Bringing the doubling of the State’s farm income between 2016-17 and 2021-22 into focus, a brainstorming session was organized recently on the Chief Minister Samagra Gramya Unyan Yoja (CMSGUY) with State Chief Secretary VK Pipersenia as the chairman.

The Commissioner and Secretary (RK), Fince Department made a power-point presentation on the contours of the proposed Mega Mission and nine sub-missions as declared by the Fince Minister in his budget speech on July 26, 2016. He also mentioned that while pursuing the mission objectives of doubling the farm income, many of the sustaible development goals of the United tions will be covered. This was followed by detailed deliberations on each aspect of possible institutiol and other arrangements of the CMSGU and its Mega Mission and each of the 9 sub-missions.

The main objective of the Mega Mission CMSGUY (2016-17 to 2021-22) is to double the farm income in Assam by 2021-22, the year to commemorate 75th year of independence. The focused interventions will be aimed through direct economic activities, infrastructure/logistics support, including market linkages and community mobilization /support.

The Fince Department will be the servicing department of the mission. The CMSGUY society will be registered under the Fince Department that would act as an overarching Mega Mission with the basic role of mentoring and funding agency to each one of the nine sub-missions and would achieve the convergence and synergy of all activities to achieve the goal of doubling the farm income by 2021-22.

The governing council of the CMSGUY will be headed by the Chief Minister of Assam as the chairman and the Fince Minister as the vice-chairman. The members to be present will be the ministers of participating departments – Revenue, Agriculture, Fishery, Animal Husbandry & Veteriry, Science and Technology, Environment and Forest, Information Technology, PWD, Water Resources, Handloom and Textile and Sericulture, Sports and Youth Welfare, Health and Family Welfare (AYUSH), WPT&BC and other departments – as decided by the chairman from time to time. There will also be an executive committee of the mission headed by the Fince Minister as chairman. The Chief Secretary may also act as co-chairman or vice chairman.

Organizations like NDDB, BARD, SLBC Convener, ARIAS Society, IIT-G, IIIT-G will be partnering agencies whose expert advice and support will be sought by the governing council and the EC of the CMSGUY. Apart from the budgetary support, suitable convergence of resources aimed at rural development and farm production such as MGNREGA, BARD Infrastructure Development Agency (NIDA) will also be explored. Village-wise activities would be decided after a detailed baseline survey and core economic potential and strength of the village.

In order to double the farm income, the focus should be based on rural income generation, convergence of various departmental scheme, protection of land resources, improving irrigation facilities, coordition between the existing mission and the new mission, skill development, special attention to Sixth Schedule Councils, PRIs, ULBs, special emphasis on sericulture, bamboo, cane products, vegetables, spices, HYV seeds and emphasis on village-based culture and eco-tourism.

For effective implementation of the nine sub-missions i.e. varat sub-missions were sequenced as follows: Land Magement and Conservative Sub-Mission (LMAC-SM), Fishery Sub-Mission (Fishery-SM), Milk Sub-Mission (Milk-SM), Organic Agriculture Sub-Mission (Organic-SM), Sericulture, Khadi and Cottage Sub-Mission (SKCI-SM), Road and Broad Band Sub-Mission (RBBC-SM), Semi-Processing, Processing, Marketing Linkage Sub-Mission (SPML-SM), Youth, Yoga and Sports Sub-Mission (YYS-SM) and e-gram Sub-Mission (E-Gram-SM). Each Sub-Mission will have to report to the Mega-Mission: CMSGUY Society.
