Saikia moves Rajth, seeks inquiry into 'fake encounter'

GUWAHATI, June 3: Leader of Opposition in the Assam Legislative Assembly Debabrata Saikia has moved Union Home Minister Rajth Singh with a missive requesting him to order a judicial inquiry into the alleged fake encounter in the BTAD on March 13 this year.

In his letter, Saikia said there were reports in the media that two youths – Lucas rzary (30) and David Islary (25) – had been shot dead in cold blood on March 13 this year in an operation involving the personnel of the Army, Assam Police, CRPF and SSB. He said that the ‘accusation’ of the two youths being killed in a ‘staged or fake encounter’ has been leveled by none other than CRPF IG (NE Sector) Rajnish Rai. The CRPF IG, according to media reports, sent a report to this effect to the CRPF Headquarters as also to the Assam Chief Secretary, the  4 Corps GOC and the chairperson of the Unified Command, Assam DGP, SSB DG and CRPF ADG (NE Zone).

Saikia made it a point that sine the Armed Forces (Special Powers) Act is in force in Assam and the Unified Command Structure is also in place in Assam, the Union Home Ministry has a big say on security matters in the State.

Saikia further said that ‘fake encounter’ or ‘secret killing’ had been a very emotive issue in Assam at one point of time. “Therefore, without dwelling too much on the past, I would most sincerely urge you to initiate a judicial inquiry into the incident of fake encounter and also take stern steps to prevent recurrence of such undemocratic and inhumane steps,” the CLP leader said.
