Assam has approximately 4,500 km cumulative river-centric embankment across the State. Almost 90 per cent of its duration of life is more than thirty years. So, naturally they have become weak to resist the pound of the current of water and for which common people have to shed tears every year during the rainy season, especially the peasants of the State. The State government gives a routine order to reconstruct the erosive embankment within a stipulated time, but in reality fails to do so. In Assam, generally dry season begins in the month of November and it continues up to March. During this period the department remains sitting close-fisted and when the rainy season starts they show great haste to their work. The outcome of their work is distinct before everybody's eyes. The common people have a question in their minds-why don't they start to reconstruct the broken stretches of the embankments during the months from November to March? Is it that embankments are milking cows for them?
