

So far we have noticed that the ministers have been appealing to the employees under the banner of the Sodou Asom Karmachari Parishad (SAKP) to be punctual and also to maintain discipline in office, particularly in respect of attendance. Now we have the SAKP making a similar appeal to the ministers to be in office on time. SAKP president Basab Chandra Kalita, taking a cue from the Prime Minister, has appealed to the ministers to attend their respective offices at 9:30 am sharp. Prime Minister Narendra Modi also made an appeal to his ministers to give up the habit of signing heaps of files at their residences.
Incidentally, we have been noting with concern the poor work culture prevailing in the offices of the Assam Government. This is because of the fact that the bosses of the respective offices fail to set examples for the subordinates to follow. If the ministers develop a sense of discipline in them, there is no reason why the State’s work culture should not improve. Of course, it depends on the Chief Minister as to how well he can handle the situation. The news in the print media suggests that most of the ministers attend their offices in the afternoon or in the evening and work till night when there is no employee there. There are also such ministers who prefer to remain in their own constituencies rather than attending office. Further, people coming from different parts of the State to get their urgent works done by ministers fail to do so in absence of the ministers concerned.
The Chief Minister, like the Prime Minister, should tighten his stand towards the attendance of his colleagues. Else things will be in a mess as usual. Sudden visits by ministers to certain offices is suggested – the way Piyush Hazarika, the minister of state for health, did the other day at Bokakhat, nabbing some doctors for their dereliction of duty.
