Without proper planning most of the work fails to bring the ultimate goal or even most of the works are not completed within the stipulated period of time. That is why most of the people give utmost priority on planning. The ongoing water-logging or artificial flood in major parts of Dibrugarh town and other districts of Assam, especially Guwahati, has taught us so many lessons. It not only derails the communication system but also brings so many germs causing water-borne diseases.

The question is: who is responsible for such a situation? Definitely unplanned or unsystematic growth of townships or unplanned market complexes, shopping malls etc have led to such a situation.

Instead of greenery we see skyscrapers, big apartments etc. Improper drainage system is considered to be the major culprit of water-logging or artificial floods. Most of drains are blocked by plastic materials or thermocol or polythene bags thrown by people to make their own residences plastic free. These plastic make materials blockage the drainage system.
