Why Aarogya Setu?

There has been advertisement regarding installation of Aarogya Setu app in televisions as well as in other media. I have installed it but could not find any use of it. Its update is too late sometime even after one day. Alert is not like other apps. The way it claims it has not done anything as such and I am sure that there are many others who are not satisfied with the performance of the app. I am wondering whether the app has been developed and managed by government agencies or they have outsourced it to other parties for management. Either way, the performance must be enhanced or people would certainly start 'de-installing' the app. The way it was advertised and people were appealed to install the app the same way it could not perform well which brings many doubts and questions.
