The government had constituted a 4 member committee to undertake a study to identify beggars residing in the Kashmere Gate in New Delhi and other prominent locations that delegates are expected to visit. As per the orders, measures have been taken towards creating begging-free zones in several locations of the city including Hanuman Mandir, Yamuna Bazar and Yamuna Pushta (near ISBT). Special rescue drives were also conducted for this reason on January 16, 18 and 22.

According to reports, more than 550 homeless people including beggars were relocated from near the Inter State Bus Terminus to shelter homes in the outskirts of the city in Geeta Colony, Avantika, Rohini and Dwarka Sector 3.
