CAA implementation held up amid COVID-19 crisis, MHA yet to frame rules

Guwahati: It appears that the Citizenship (Amendment) Act has run into a roadblock as although 6 months have passed since the passage of the contentious act by the Parliament, the rules pertaining to the act remain vague. The Ministry of Home Affairs (MHA) has missed the deadline and has also not informed the Parliament of the reason for its delay.

Simply put, unless the rules of the act are framed, it cannot be implemented. In view of the MHA's negligence, the Parliamentary Standing Committee on Subordinate Legislation has decided to write to the ministry to check on the status of the CAA rules.

The CAA was passed by the Parliament on 11th December 2019. After obtaining the President's assent the very next day, MHA had issued a notification that the provisions of the act will come into force from January 10th. Following this, there were widespread protests throughout the country. All the northeastern states also took part in the protests and displayed their vehement dissent against the proposed act that seeks to attract citizenship to persecuted minorities belonging to 6 non-Muslim communities.
