Karnataka: Karnataka Congress legislator Prakash Rathod was allegedly caught browsing through video clips and pictures on his mobile phone during the legislative council session in Vidhan Parishad on Friday.

The incident was recorded by a cameraman of a regional channel. The clip has since gone viral.

The minister is seen surfing through his phone and some of the content, apart from the others, was adult in nature. The minister has, however, said that he was not watching anything objectionable.

The Congress leader claimed that he was looking for materials for a question he wanted to ask from the government during the question hour and he was deleting old messages to free up storage space on his mobile when the clip was recorded.

Mobile phones are barred in the assembly and council premises. A senior council official said Rathod had breached the no-phone rule and added that the council chairman may penalise him.

Meanwhile, BJP condemned this act by Rathod and demanded his suspension.

"This is the upper house, the house of elders and it is being used for all the wrong reasons. The last time the congress created a ruckus, this time a member is caught watching porn inside the house. I expect DK Shivkumar to take stringent action against Prakash Rathod and perhaps suspend him from the legislative party", said S Prakash, spokesperson for the BJP.

Legislators and media persons have been banned from using mobile phones in the assembly and council. Members cannot carry phones into the assembly and must put them away in lockers. This order was put in place after three ministers were caught watching porn in the assembly in 2012.

Back in 2012, three BJP ministers Laxman Savadi, C C Patil and Krishna Palemar were caught watching pornography on Palemar's mobile phone. They claimed they were watching video material to prepare for a discussion on rave parties. The ministers had to resign. Now, Laxman Savadi is the deputy Chief Minister and the Transport Minister as well. while C C Patil is a minister in BB Yediyurappa government.

In another instance, a video of BJP's Arvind Limbavalli fondling a party worker also went viral. He was re-elected in the Karnataka Assembly Elections held in May 2018 from the Mahadevapura constituency.
