ACEAF alleges recruitment violation in engineering departments

ITAGAR, May 16: Expressing resentment over the violation of Recruitment Rule (RR) and Governor’s order to cancel all functiol and out of turn promotion in all the engineering departments in the state, the Aruchal Civil Engineers Aspirant Forum (ACEAF) has sought the intervention of state government, chief secretary and the Raj Bhawan on the issue.
Addressing reporters at Aruchal Press Club (APC) here today, ACEAF president Hura Maming revealed that there is violation of RR in almost all the engineering departments due to which the deserving graduate civil engineers are being deprived of their rights.
“As per RTI documents there are at least 36 backlog of assistant engineer posts in PWD, 21 in PHE, 15 in WRD and one in the hydro power department. Moreover despite so many backlogs the departments concerned are continuously promoting Junior Engineers, Assistant Urban Program Officer (AUPO) to Assistant Engineers and Urban Program Officer (UPO) and also on deputation flouting the laid down norms,” lamented Maming.
They forum further opined that every department should fill their backlogs through direct recruitment thus, maintaining the 50:50 ratio of RR through Aruchal Pradesh Public Service Commission (APPSC).
ACEAF also alleged that department of UD has violated the Supreme Court judgment by keeping at least 4 UPO posts of waiting list candidates out of total 8 UPO post in the recently announced advertisement.
“As per the SC’s judgment in a 2009 case Kyoda Sanjay Vs Government of Aruchal Pradesh, the court has clearly stated that the authority cannot make any appointment from waiting list but if any vacancies are required to be filled up there should be a fresh recruitment process,” informed Maming.
“We have more than 2000 unemployed graduate civil engineers in the state. So, deputation, functiol and out of turn promotiol is immensely effecting these candidates,” he added.
Also expressing concern over the RR violation, forum vice president, M Lollen appealed the state government to publish the ‘AR- 74 Gazette Publication of Government of Aruchal Pradesh where it is clearly mentioned that Diploma holders could not be promoted to AE/UPO in any case.
He also urged for clarification of term ‘Upgrade’ used by PWD against the JE stating that there are people holding ITI and serving as surveyor in RWD is subsequently deputed to Urban Development as AUPO.
“We have submitted our grievances to Chief Minister, Chief Secretary, Governor and also to all the concerned officers of the all the department demanding immediate inclusion of 4 UPO (waiting list) in the already announced 4 UP post, immediate cancellation of all the functiol AEs holding the Backlogs and yearly conduct of DPC,” the ACEAF asserted.
