Appeal to Chief Justice of India for Inclusion of 5 Documents for Final National Register of Citizens

GUWAHATI: The Assam State Committee of the Communist Party of India (Marxist) has made an appeal to the Chief Justice of India, praying for the acceptance of all the 15 admissible documents for claims and objections, as was done earlier, by the 40 lakh plus people whose names have been left out of the final draft NRC.

While the process of filing claims and objections by 40 lakh plus people left out of the final draft NRC began from September 25, Deben Bhattacharyya, secretary of the Assam unit of the CPI(M) made an appeal to the Chief Justice of India on Sunday, praying that the five documents dropped from the original list of 15, namely, 1951 NRC, voters’ lists up to March 24, 1971, refugee registration certificate, citizenship certificate and ration cards (supporting document) be considered as admissible documents in the matter of verification of claims and objections. The CPI(M) leader stated in his appeal to the CJI that lakhs of genuine Indian citizens are facing extreme difficulties in submitting their claims due to the exclusion of the 5 key documents. He further pointed out that bringing down the list of documents from 15 to 10 has proved to be a stumbling block in the process for filing claims since lakhs of people do not possess any one of the 10 documents which are now being accepted by the NRC authorities. To be more precise, large number of people belonging to socially, economically and educationally backward sections, in particular, could not file their claims till today due to the exclusion of the five documents.

The CPI(M) leader further said that the party feels that great injustice will be done if lakhs of genuine Indian citizens are deprived of the right to claim for inclusion of their names in the NRC in the absence of documents like Passport, LIC Policy, Bank or Post Office Account, land documents, PRC issued from outside the State, license or certificate issued by government authorities, service or employment certificate, birth certificate, records pertaining to court, etc. of the relevant period up to March 24, 1971.

The appeal further states that thousands of people, cutting across religious, linguistic and ethnic barriers, have put their signatures in a petition addressed to the made to the CJI with a prayer for ordering acceptance of the five documents now being dropped by the NRC authorities. The first instalment of the bulk signatures attached to the petition to CJI has already been sent through the Speed Post Service of the Postal Department.
