Contractors body accuses firm of PRC fraud

Itagar, Oct 7: Highlighting a case of legal opportunism, the Government Registered Contractors’ Association (GRCA) said that the proprietor of one BB Enterprise has won a civil contract work worth Rs 7-crore in an “illegal manner”.

GRCA president Miching Taying told reporters at the Aruchal Press Club here that Bengia Bado, the proprietor, possess three permanent resident certificates (PRCs) issued by the deputy commissioner’s office of Kurung Kumey, Yupia and Capital Complex.

Taying alleged that Bado used his Capital Complex PRC issued on April 19 last to participate in a tender at the State Civil Secretariat here. The tender was published on April 10 as per the Aruchal Pradesh District Based Entrepreneur and Profession (Incentives Development and Promotiol) Rule 2015.

The GRCA brought up the matter before the Capital Complex DC and after three failed summons, the DC withheld the PRC issued by his office. However, the DC recalled the cancellation of Bado’s PRC after he purportedly surrendered his Koloriang PRC, Taying said.

“But upon verification it was found that Bado had surrendered his Yupia PRC instead of the Koloriang PRC,” he said.

If Bado had surrendered his Koloriang PRC then the ongoing tender work awarded to BB Enterprise at Koloriang on April 24 under the department of Aruchal Pradesh Police Housing & Welfare Corporation Ltd amounting to around Rs 4-crore should be cancelled,” the GRCA chief said.

The association said the authority concerned should take action against Bado for committing fraud. It added that if such practice is ignored then there is no point of implementing the Aruchal Pradesh District Based Entrepreneur and Profession (Incentives Development and Promotiol) Rule 2015.

The GRCA demanded immediate suspension of the Capital Complex DC for illegally issuing PRC to Bado without receiving a no objection certificate from his Koloriang DC counterpart and for failing to take any action against Bado for having three PRCs despite knowing the matter.

The association also demanded immediate suspension of ADC Talom Dupak and EAC Kiran Ningo for their alleged involvement in the matter, and PWD Itagar Division-A Executive Engineer Tania Soki for allegedly issuing several corrigenda such as extending tender opening date, etc., to facilitate the firm’s successful bidding.
