Cut administrative expenditure: Negi

Itagar, May 14: Aruchal Pradesh Chief Secretary Ramesh Negi has directed the government departments to cut down their administrative expenditure to the minimum which will eble the state government to allocate more funds for taking up developmental activities. Convening the first meeting of the consultation process for preparation of state’s Budget here on Wednesday for the agriculture and allied departments, the CS advised the departments to modify their requirements and projections based on the discussions and suggestions in the meeting before the same is filized by the government.

The chief secretary informed the concerned departments that the state government is committed to give topmost priority to the agriculture and allied sectors in view of its scope and importance in the state and would extend all possible support to the departments for encouraging productive and research oriented activities.He made it clear to the departments that the government was not in favour of creating any liability in this regard and all activities would have to be linked to people’s participation through skill development thereby creating productive assets and enhancing sustaible economic activities.

 Negi urged upon the departments to plan their schemes and activities in such a manner which will benefit the people especially those who are living in remote areas.He also emphasized on innovative schemes based on skills of the local people.Secretary planning briefed the officers present on the aims and objectives of the meeting and also elaborated on the procedure to be followed from this year while preparing the budget estimate and plan document.He requested the departments to take due care in their planning exercise in view of the paradigm shift in the planning process.The departments highlighted the activities undertaken by them during last fincial year and also projected their requirements as well as plans and programmes for the current fiscal through power point presentation which were deliberated upon in the meeting.

 The meeting was attended by the officers of Agriculture, Horticulture, Animal Husbandry & Veteriry, Fisheries, Co-operation and Environment and Forests besides officers of Planning and Fince department.Discussions with other departments and other stakeholders are scheduled to be completed during the next one month before filizing the budget and plan document for current fincial year as decided earlier by the government.

The CS during the day also launched the ARUN-VIKAS wherein every second Wednesday, he and all commissioner, secretary will interact with all the deputy commissioners of the state through video conference.

 This step has been conceptualised to be a platform between the government and district functiories and take up the issues of governce and development which are held up due to co-ordition and lack of policy clarity for expeditious resolution.The functiories at the government and district level would in advance flag such major issues for resolution through this video conference - ARUN PRAGATI.It may be recalled that Chief Minister bam Tuki after his video conference with the DCs recently desired that an institutiol mechanism must be put in place to have regular interaction of the senior functiories of the government and the district administration to iron issues impeding development of the state.In the first ARUN VIKAS video conference, the CS in presence of all the commissioners and secretaries through video conference with the DCs delved on various issues ranging from preparation of Vision Document-2030, 5 years Perspective Plan and preparation of District Development Plan.

 The matters relating to expediting the process of Land Acquisition and Forest Clearance for major projects such as the Trans Aruchal Highway, Airports were discussed during the meeting.

The chief secretary requested the DCs for disaster preparedness and situation arising out of the monsoon season and keep close vigil on law and order of the respective districts. They were also asked to bring out success stories of the district as well as individuals for others to emulate.The problem of opium mece was discussed at length and the CS advised the DCs to curb the mece of opium cultivation by providing altertive livelihood through developmental schemes.The next video conference would be held on June 10 next.
