Finance Minister presented budget in Manipur Assembly

Guwahati: Manipur Deputy Chief Minister Y Joykumar Singh has presented a budget estimate of Rs. 14, 636 crores for the year 2019-20 for the state.

The Deputy Chief Minister has presented the budget on Wednesday in the Manipur State Assembly. While presenting the budget estimates, the state Finance Minister of Manipur said that the total receipt of the state was estimated at Rs. 14,636 crores out of which the revenue receipts was estimated at Rs. 13,157 crores and capital receipts of Rs. 1478 crores.

The finance minister said that the total estimates of the state's own tax and non-tax receipts assumed in the budget estimates are Rs. 1,185 crore and Rs. 283 crores respectively. The minister also estimated the total revenue expenditure at Rs. 12,856 crore and capital expenditure at Rs. 3,260 crore.

He further informed that the budget shall bring at least some incremental positive changes to the lives of the people of the state. He also claimed that it is not a budget with an economic intent but a vehicle to express the seriousness of the government towards the holistic development of the state.

During the 7th session of the 11th Manipur Legislative Assembly, Governor Najma Heptulla highlighted departmental achievements and development brought about by the state government.

The Manipur Government has also launched a Go to Village programme in mission mode to bridge the emotional and developmental gaps between the hill and valley areas. It has been claimed by the Governor of Manipur that the programme was launched without any discrimination and with the active participation of various communities of the state. She further said that the programme has reached every census village in the state and achieved its mission successfully to reach out to the people.

Under the Go to Village scheme, 'School Fagathansi' has been launched to garner public trust which has been lost in government schools.

Heptulla further said that a State Level Empowered Committee was constituted to review and facilitate timely approvals, clearances, implementation and completion of mega projects within a stipulated time period.

In order to enable a single window project clearance process for promoting investments in the state, the government has launched an Investment Facilitation Centre.

The Manipur government has also taken up a major exercise to restructure and rationalize government schools by way of amalgamation to streamline the functioning of schools. A new scheme has also been launched by the government 'Lairik Tamhallasi'- No Child Left Behind to ensure that there was no out of school children in the state.
