Government employees go on mass casual leave in Manipur

IMPHAL, April 27: Launching a three day protest, the Manipur government employees succeeded in paralysing functioning at all government offices on Monday. The campaign shall continue till Wednesday. A spokesman of the striking employees said that this is in protest against the failure of the State government to concede to their 29 point charter of demands.

On May 19, 2010 a memorandum of understanding was signed between the representatives of the Joint Administrative Council of the All Manipur Trade Unions’ Council and the All Manipur Government Employees’ Organisation and the Manipur government regarding these demands. These include, inter alia, revision of pay and pension amounts, service regulation of various categories of casual employees, hike in the ration money of the police and paramilitary personnel , appointment of the near and dear ones of the dead employees under the die in harness scheme. Sources said that since it involves staggering amount of money and amendment of the policy matters these cannot be granted at one ago and it will take time. However the employees say that the government had been given enough time and it could have granted these demands long time back.

All state government offices wore a deserted look with no peon even to open the rooms. Some employees who wanted to attend offices were intercepted and dissuaded from going inside since the campaign is for the welfare for all sections of employees. High officials in the secretariat however maged to attend offices despite hamstringing circumstances like absence of drivers, peons and non-movement of files from other levels.

Meanwhile chief minister Okram Ibobi, deputy chief minister Gaikhangam Gangmei and high officials left Imphal on Monday morning to attend important meetings. The senior minister who is holding the fort is uble to break the ice so far and indications are that the official paralysis shall continue for the next three days.
