HANM alleges anomalies in Hima Mylliem works

SHILLONG, June 2: Hima Mylliem came under the scanner yet again after an RTI report filed by the Hynniewtrep Achik tiol Movement (HANM), Shillong Circle revealed that there are discrepancies in the number of work orders issued to the Hima during the period from 2006 to 2015.

The RTI was filed from the office of the Syiem of Hima Mylliem on February 10 and the report was received on May 16, said education secretary of HANM’s Shillong Circle, Sameer Swer at a press conference in the city on Thursday.

“In the RTI application, we had asked the Hima to attach all the photocopies of the work order issued by them and the receipts deposited by those people who acquired the work order for mining tural resources from the areas under the Hima besides the receipts from various toll gates since 2006 to 2015. The information received after the RTI, revealed that there is plenty of irregularities. If we look at 2006 no receipt was deposited yet there were nine work order issued by the Hima.  Similarly in 2007, seven work orders were issued but only two receipts were deposited in the Hima’s account,” he said.

Stating that the irregularities continued till 2015, he said that according to RTI information, highest number of work orders was issued by the Hima in 2015.  As many as 24 work orders were issued however only 17 receipts were deposited.

 “We have failed to understand how the Hima can sustain their staff when there is very less money coming into the Hima since 2006,” he said. On the land transfer dealing of the Hima, he interestingly said that on December 20, 1995, the then Syiem of Hima, Mylliem Laborious Manik S. Syiem himself had gifted land belonging to the Hima covering an area of 54, 405 sq. ft. at Umshing Mawroh to a person.  “How can a Syiem gift a plot of land belonging to the Hima,” he questioned.
