HC order on Provincialization of Educatiol Institutes Act hailed

Silchar, Sept 29: Manipuri Diaspora Assam, which is an apex organization, has heartily welcomed Gauhati High Court’s order for amending of Assam Venture Educatiol Institution Provincialization of Services Act 2011, within a period of six months owing to the reason that the Constitutiol rights have been violated and that many other important aspects have not been considered by the said Act. It has been stated in the press release that Manipuri Diaspora Assam is hopeful that the new government will look into the matter of Manipuri language teacher with great care, as it is a case of deprivation and injustice to this linguistic minority community.

 Manipuri language teachers were appointed by the maging committee of different venture ME/ME Madrassa and High School/High Madrassas having Manipuri students for imparting Manipuri vercular language with due approval of the then Inspector of Schools and CDC Cachar. Subsequently such schools were recognized and brought under F.C Adhoc and F.A by the government of Assam through the Education department. All of those Manipuri language teachers were provided a lump sum pay till 2009-2010 and as pre record, there are 70 different Non-Manipuri medium ME/High schools in which Manipuri language teachers have been working in the valley only.

 But, the Act of 2011, amended in 2012, the Manipuri language teacher post have been completely scrapped off due to reasons unknown hitherto. This has deprived all those Manipuri language teachers who were working since their date of joining despite of the recognition of their posts. In addition, Manipuri medium of instruction has been introduced in lower primary level since 1956 by the government of Assam and now this particular language has been taught in different institutions of the state as well up to varsity level. Manipuri is one of the MIL subject under the SEBA conducted High School Leaving Certificate examition.

 Moreover, while defining the term ‘mixed medium’, the Act has not given due consideration to Manipuri and Bengali/Bengali and Manipuri as a mixed medium school in Barak Valley. There exists only Bengali and Manipuri or Manipuri and Bengali Bilingual (mixed medium) schools in the valley. In order to get justice and undisputed pride of Manipuri language teachers who were working since long and also to eble the Manipuri students learn their mother tongue, Manipuri Sahitya Parishad, Assam, Manipuri Language Teachers Association and Manipuri Diaspora Assam had been persuading the matter to the Education department of Assam since 2012. But unfortutely, no positive response has been received as prayed for. Manipuri Diaspora Assam has demanded for amendment in the said Act to include the Manipuri language teaching post in the staff patter of the Act since 2012.
