Information about how to adopt a child

Want to adopt a child? Get in touch with the Central Adoption Resource Authority (CARA), the nodal agency in India under the Ministry of Women and Child Development to monitor and regulate child adoption. You, referred to as prospective adoptive parents (PAP) intending to adopt a child, need to fulfill all conditions under The Juvenile Justice (Care and Protection) Act, 2015 and Adoption Regulation, 2017.

You need to register online in http://carings.nic.in. In case of queries you can email to carahdesk.wcd@nic.in or call toll free number – 1800-11-1311 and also reach 011-26180194 over telephone. After registration, you will have to opt for your nearest CARA-registered SAA (special adoptive agency). The SAA will carry forward rest of the procedure with CARA, on your behalf. It will counsel you in your house and submit a home study report to the CARA within three months of registration. The validity of the home study report is two years. Before handing over the child, the SAA will show you the child online, and if you accept the child, the SAA will ensure you a face-to-face meeting with the child.
The baby is to be delivered within three months from the date of registration.

There are 26 SAAs in Assam. In Guwahati, Indian Council for Child Welfare, Assam (IACWA) is the CARA-registered SAA that delivers children to prospective parents. The IACWA coordinator says that for details any PAP can contact IACWA through email: iccwasb@rediffmail.com or 8011001195.
