SHILLONG, June 23: KHADC CEM Pynshngain N Syiem today said that the DCA department of the state government is engaged in the process of returning bills passed by the KHADC which is not as per the provision of the Sixth schedule. He said that any bill passed by the District Council should in fact be returned by the Governor after the DCA have sent the bills to the Governor for his assent. “All this time bills are being returned directly from the DCA department to the District Council,” Syiem said while answering to a question by former CEM KHADC, A Nongrum relating to the Khasi Social Custom of Lineage Act bill passed by the house last year on August 2015.
