Manipur Fake Encounter Row: CBI Charge Sheets 6 Police Officials

Imphal: A Special Investigation Team (SIT) of the CBI, Imphal today presented another charge sheet to the Chief Judicial Magistrate (CJM), Thoubal, against six state police officials regarding the alleged extrajudicial killing of a 52-year-old farmer from Napet Mayai Leikai on February 28, 2011.

It is the 6th charge sheet that has been filed by the CBI in the wake of a petition filed by the Extra-Judicial Execution Victim Families Association (EEVFAM) and Human Rights Alert (HRA) looking for the test into 1,528 asserted extrajudicial killings executed from 2000 to 2012 by military and state police.

The 6 police officials against which the CBI's SIT has filed charge sheets are head constables Huidrom Sakthi, Ngangbam Arunkumar, Chingkham Mani Singh, shooter, Khumukcham Vikim, constables Ningthoujam Ingobi and Md. Azaj Ahmed.

The case has been enlisted following the mandate of the Supreme Court to test into the death of Athokpam Angousana, child of (Late) A. Yaima Meitei of Napet Mayai Leikai, Sungnu Turel Wangma.

According to reports, February 27, 2011, at around 5 pm a group of Thoubal police commandos got Angousana from his house in the pretext of questioning him, but when they handed him over to his family, the next day at 9 AM, his family members were shocked to see scar marks on his body. They then took him to the RIMS hospital for treatment, where he was declared dead at around 11.30 AM.

Angousana's wife later filed a case at the Imphal bench of the Guwahati High court demanding punishment of the police officials, besides a compensation of Rs 20.63 lakh.

The judicial inquiry report on the killing of Angousana was submitted to the High Court of Manipur by the district judge, Manipur West on July 2014.

Reports say that Angousana died due to severe injuries which he suffered while he was in custody.

As of late on August 2, the SIT group has gathered the medical reports of Angousana and one Ningthoujam Ranbir, alias Thopcha, son of N. Shamu of Nongpok Sekmai Lilong Kambong, who was supposedly killed on February 2, 2007.
