MGNREGA is Worst in Fiscal 2018-19 with a Completion Rate

GUWAHATI: If works done under the MGNREGA are taken as an indicator of rural uplift, the situation is dismal in Assam. The rate of completion of works under the MGNREGA is the worst in fiscal 2018-19 with a completion rate of 1.01 per cent till December 1 this year.

The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) was introduced by the then UPA government at the Centre in fiscal 2006-07, and it was also promoted by the NDA government. In Assam MGNREGA schemes are implemented by the Panchayat & Rural Development (P&RD) Department.

Citing information given in MIS (Management Information System) a P & RD official said: “Since the inception of MGNREGA 56.45 per cent of works taken up in Assam has been completed. During this period as many as 4,53,040 works were started, and 2,55,753 of them have been completed. As many as 1,97,287 works have not been completed as yet.”

The official further said: “In fiscal 2018-19 48,007 works under the scheme have been started. However, till December 1 this year, only 484 works are shown as completed in the MIS, thus registering a completion rate of 1.01 per cent. This is against 6.48 per cent rate of completion of works in fiscal 2017-18, 54.43 per cent in fiscal 2016-17 and 95.47 per cent in 2015-16.”

The official said: “Works completed under MGNREGA get reflected in the MIS only after everything, including the putting up of signboard indicating completion, is done. We’ve over thousands of MGNREGA works under construction. The works are going on in full swing with the end of the rainy season.”

MGNREGA works are too slow in Baksa, Barpeta, Karbi Anglong, Dhubri, South Salmara, Kokrajhar, Udalguri, Dhemaji, Cachar, Bongaigaon districts etc.”

One of the prime objectives of MGNREGA is to provide jobs to rural people through various schemes meant for rural development like PMAY, PMGSY, construction of toilets, digging up ponds etc. Any lethargy in the progress of such works is tantamount to slow progress of rural development and rural populace.
