NRC Update At Crucial Phase: DCs And COs Examining Records Of Hearing

GUWAHATI: NRC update is at its last and the most crucial phase. While a number of districts are set to complete the hearing of claims and objections on Saturday, some districts are to continue the process for a few more days. Of course, there may be need-based additional hearing of claims and objections later.

Officers who give their opinions for inclusion or exclusion of NRC applicants are called disposing officers. There are 3,300 such disposing officers in the State. This phase of NRC update is the most crucial in the sense that vetting – careful and critical examination of views given by disposing officers for inclusion or exclusion of NRC applicants – is going on now.

Vetting also has two stages. While the first vetting is done revenue circle officers, the second vetting is done by deputy commissioners. The NRC authority has asked all deputy commissioners and circle officers to carefully examine the opinions given by disposing officers for inclusion in or exclusion from the final NRC. During vetting, revenue circle officers and deputy commissioners can call NRC applicants for hearing again, if they feel necessary. The process of vetting is also going to complete soon.

Meanwhile, the biometric collection is to continue till July 15 this year. The Home and Political department has asked the deputy commissioners to complete the process of biometric collection by July 15 this year. So far biometric of 62 per cent people have been collected.

The Supreme Court of India has said that the final NRC has to be published on or before July 31, 2019. Prior to that, an additional draft NRC may be published on July 22 this year. This additional draft NRC is to comprise the names of people who were included in the complete draft NRC but detected ineligible later. Such people will get a chance for fresh claim for inclusion in the final NRC.

As many as 36.2 lakh people, who had failed to make it to the complete draft NRC published on July 30, 2018, claimed their inclusion in the final NRC. On the other hand, objections were lodged against two lakh names that had made it to the complete draft NRC.
