PRANAM Act: Assam Finance Minister Dr. Himanta Biswa Sarma adresses Press Meet

Guwahati: The Assam Government is going to implement the Assam Employees Parental Responsibility Norms for Accountability Monitoring Act,2017, popularly known as the PRANAM Act from October this year.

Addressing a press conference, Assam Finance Minister made this announcement on Friday.

The PRANAM Act had received affirmation from the state government on July 23 and will be functionally implemented from October 2.

The Finance Minister also said that a commission would be formed by the State Government which will be known as the PRANAM commision.

A retired Additional Chief Secretary level officer would be appointed as the Chief Commissioner of the commission regulating the PRANAM Act, besides two social being appointed as commissioner level officers. The authorities will look into all matters pertaining to the PRANAM Act.

As Himanta Biswa Sarma said, around 4 lakh people would benefit from the Act.

Regarding the procedure, the Finance Minister said,“The Drawing and Disbursing Officer (DDO) would be the designated authority to hear the claims of the applicants. The DDOs will have to dissolve the matter within a month. The director of the specific department under which a person has been working as a Government employee would be the appellate authority who has to dissolve the matter within two months. The parents can also file complaint at PRANAM Commission who has to dissolve the matter within three months.”

The PRANAM Act will enable completely depended parents to demand 10 percent of their child's salary if he or she is an employee of the Assam State Government.
