Renovate thinking, improve justice delivery system: Justice Gogoi

Sonowal calls for early disposal of pending cases

GUWAHATI, Feb 24: Senior Supreme Court judge justice Ranjan Gogoi on Saturday said unless judicial officers constantly renovate their thinking, the justice delivery system cannot improve.

Speaking at a function on the occasion of iuguration of the new academic building of Judicial Academy, Assam at Amingaon here on Saturday within the campus of tiol Law University and Judicial Academy (NLUJA), justice Gogoi also called upon the judicial officers to rethink their priorities and redefine the tools and reassess the need of the people they cater to. 

Justice Gogoi said that constant renewal and reinvention is utterly imperative and judicial officers have to recognize the need of the ever evolving society. He hoped that the new academic building of the Judicial Academy would serve as an impetus to the new judicial officers to think and serve positively. 

Justice Gogoi also acknowledged the role played by the North East Judicial Officers’ Training Institute in moulding the judicial officers in the North Eastern Region since 1981.

Iugurating the Academic Building Chief Minister Sarbanda Sonowal expressed hope that this new institution will be a centre of excellence in legal education, training and research. “In our endeavour to mould the administration towards minimum government and maximum governce, the role of adequate and periodic training to the judicial officers is of paramount importance. This assumes even more importance due to constant evolution of legal principal, laws and norms of justice”, he said.

Sonowal said that the judicial sector in Assam has witnessed a sea change in recent times due to the addition to the existing infrastructure. “The process of infrastructure development of the judiciary is going on at satisfactory pace in the state and at present projects amounting to nearly 300 crore are being implemented”, he said. Sonowal further mentioned that the basic aim for the increased outlay in the sector is to provide judiciary, especially the subordite judiciary, with quality infrastructure so that speedy justice can be delivered

Underscoring the enormous faith and reputation that judiciary enjoys in the country amongst the people, Sonowal said that the administrative machinery is kept on right track by the judiciary through various significant pronouncements. He also urged the judiciary to stand by the weakest of the weak and also to initiate steps for making people legally more conscious

Highlighting the huge numbers of pending cases in the courts, the Chief Minister called for the judiciary to work in a mission mode for disposal of the pending cases. 

Supreme Court judge Justice Sharad Arvind Bobde while speaking on the occasion said that judicial academy builds the character of judges which determines the administration of justice. He also suggested to conduct training for state government officers on relevant laws by the academy in collaboration with Government of Assam. 

Justice Bobde also highlighted four most important qualities of a judge and advised the judicial officers to hear cautiously, to work wisely, to consider soberly and to decide impartially. He also underlined the importance of adequate amount of rest for a better and healthy life. 

Chief Justice of Gauhati High Court Justice Ajit Singh and judge of Gauhati High Court Justice Hrishikesh Roy also delivered speeches on the occasion.
