“In spite of all talks, discussions and intents expressed about gender justice and safety of women, we find that there are 24 states, union territories that have not even bothered to file an affidavit in terms of our order dated January 9, 2018,” said the court, asking them to file affidavits within four weeks, “if they are at all interested in looking after the welfare of women”. After the December 16, 2012 gang-rape and murder case in Delhi, the Cenrtal government in 2013 had announced the Nirbhaya Fund scheme to support the initiatives of governments and the NGOs working for women’s safety.
