SEBA, AHSEC to adopt On Screen Marking (OSM) system to evaluate answer scripts

GUWAHATI: The Board of Secondary Education, Assam (SEBA) and Assam Higher Secondary Education Council (AHSEC) will adopt On Screen Marking (OSM) system to ensure accuracy in evaluation of answer scripts.

Under the OSM system the answer scripts of HSLC and HS examinations will be scanned, uploaded centrally and then downloaded at the evaluation centres online. Teachers will be given a user-ID through which they could access and download the batch of answer scripts assigned to them for evaluation. The OSM will be developed in such way that the answer scripts cannot be submitted to the head examiner in case there is any unassessed portion or unmarked answer on the answer copies. Under such circumstances there will no chances of leaving any question unassessed and candidates will not be deprived of getting their deserving marks.

The decision to adopt the OSM system was taken at the end of the 47th annual conference of Council of Boards of School Education in India (COBSE) on Saturday. The conference held in Guwahati for the first time, has come up with a slew of recommendations to improve the process of evaluation and strengthen the invigilation system.

Besides laying stress on the use of innovation and modern technology in the process of conduct of examination, the three-day conference which concluded on Saturday suggested that the education boards must make efforts to keep question paper packets in custody of government agencies like banks, post offices and treasuries. Besides videography and CCTV cameras in sensitive examination centres, the conference also mooted use of mobile phone jammers in some centres to ensure fair conduct of the examination.

In order to ensure that question papers are opened at the time fixed by the boards, efforts will be made to select two candidates in each room to check the seals of packets and make them put their signatures along with invigilators’ signatures before the packets are opened.

Other suggestions taken up during the COBSE conference include rewards for invigilators who perform exceedingly well and appointment of teachers having impeccable integrity duly certified by the schools as invigilators and examiners.

The COBSE conference was attended by chairperson and members of as many as 62 school boards and councils of the country along with foreign delegates and academicians.
