Section 144 CrPC promulgated

Dibrugarh, Feb 9: The Additiol District Magistrate, by an order on February 7, has promulgated section 144 of Cr.P.C in the entire district prohibiting strike, taking out rallies by disrupting the normal traffic, hunger strike, sit-in- strike, arranging meetings, raising slogans and assemblage of five or more persons. The order also prohibits practices including giving training on the use of sticks or weapons in public places; carrying firearms, sticks, dagger, bow and arrow or stones; burning of effigies; setting up martyr’s tomb in government and semi-government plots; unsolicited spraying of colour on women and children in public places or hurling any other objectioble item at them; displaying of fireworks on public roads; collection of dotions; wearing of olive green dresses; passing commul remarks; using loudspeakers between 10 pm and 6 am and blowing of horn  near hospitals, courts and educatiol institutions; riding two-wheelers without wearing helmet and pillion riding. However, elderly people, children, government employees, advocates, doctors, women, school going children and jourlists are exempted from the purview of the ban. The order has prohibited  wearing helmets with dark glass, using black screen on glasses in cars and all forms of lottery.
The prohibitory order, however, have been  relaxed  for officials and jawans of army, CRPF, police, executive magistrate, and legal officials  on duty.  The prohibitions have also  been somewhat relaxed for the weekly and daily markets, educatiol institutions, cinema halls, bus depots and other places of daily public gatherings.
