Section 144 promulgated in Dibrugarh district

DIBRUGARH, Feb 1: Keeping security of people’s life and property in view, the Additiol District Magistrate of Dibrugarh, by an order  has promulgated section 144 in the entire district prohibiting assembly of five or more persons in the public places, carrying of fire arms and lethal weapons in public places,  convention at public places , taking out procession, torching of effigies, holding dhar and hunger strike, construction of swahid bedi on government or non-government land, road blockade, throwing of colour on passersby, women or children, any act or speech which may provoke  people and trigger commul and ethnic clashes, raising anti-tiol or  anti-community slogan,  forcible fund collection, wearing of olive green dresses like defense personnel, using of tinted glasses in the vehicles and pillion riding in two wheelers.

However, the ban on pillion riding is not applicable to school children, women and people engaged in law enforcing agencies, advocate, doctors, media persons and citizens who are above 60 years of age. The order further prohibits wearing full mask helmet by two-wheeler riders.  The prohibition refers in the executive order, however, get relaxation in market place, airports, cinema hall, other places for entertainment, educatiol institutions, marriage ceremony, sports activities, railway and bus stations, airports and any religious function or festival.  

The order is enforced in the entire district from February1 and will remain applicable for 60 days. Violation of such order in any form by any person will be punishable under section 188 IPC, a DIPRO press release said.
