Shylla slams KHADC CEM

LOAN ISSUED TO KHCF ISSUE

SHILLONG, April 20: UDP MDC from Nongkrem Constituency HS Shylla has slammed the KHADC CEM PN Syiem for his statement on the loan issued to KHCF amounting to Rs. 35 lakh.

According to Shylla, the KHADC Chief had said load was to be repaid by KHCF, and the loan was also repaid to District Council by the KHCF, hence there was no corruption as alleged by the UDP party.

Referring to the District Fund Rules 1952, Shylla pointed out that rule 31 clearly states that no money should be withdrawn from the Fund unless it is required for immediate disbursement. It is not permissible to drawn advances from the Fund either for the prosecution of the works, the completion of which is likely to take a considerable time, or to prevent the lapse of budget allotments.

He said as per the written order of the CEM P.N.Syiem in a letter seeking the loan by the KHCF on March 28, 2016 states, “Secretary. Immediately. Pl. arrange 35,00,000/- as an advance which will be recovered from the KHCF as stated below.” 

“This is clearly a misappropriation of Council fund by the CEM as per rule 31, of the District Fund Rules 1952,” he said.

He added, “What is more interesting here is the EM in-charge Fince N A War who is also the chairman of KHCF as he had sought for the loan and the CEM without going through the proper procedure had directed the then Secretary of the Council to disburse the Rs. 35 lakh as an advance to KHCF immediately.” Shylla said where will, the then secretary turn to when both the leaders in the EC of the KHADC had taken the decision to give the loan to KHCF from the District Council fund as an advance. “The FIR issued against the former secretary is just taking advantage of him, however the FIR should be against the KHADC CEM P.N.Syiem, for issuing the loan order,” he said.
