Stir threat over Permanent Residential Certificates (PRC)

ITANAGAR: Eighteen organizations have served a joint ultimatum on Tuesday to Chief Minister Pema Khandu to drop the Cabinet decision to grant Permanent Residential Certificates (PRC) to the Non-Arunachal Pradesh Schedule Tribe (APST) persons settled in the districts of Changlang and Namsai. It also blamed the State Government and the Joint High Power Committee (JHPC) for using a divide and rule policy for selfish political interest.

President of All Papumpare District Students Union (APPDSU) Nabam Tado informed that under his chairmanship, the organizations present in a meeting held on Monday adopted a single point resolution – No PRC to Non –APST in Arunachal Pradesh.

The organizations also stated that if the State Government fails to fulfill the demand by February 20, then they will call for a 48- hour Itanagar bandh on February 21 and 22, which will be headed by the Arunachal Law Students Union (ALSU). The organizations termed the JHPC recommendation as ‘malafide intention’, deliberately violating the already established law under the Bengal Eastern Frontier Regulation (BEFR) 1873 and the Constitution.

The organizations have questioned the JHPC recommendation of recognizing PRC as Inner Line Permit (ILP). The organizations also said that the JHPC has destroyed the true meaning of Non–APST. The organizations also pointed out that the Non –APST ex-servicemen residing at Vijayanagar of Changlang district have been allowed to reside on lease basis, which the JHPC has forgotton.
