TUR: Ordince merely empowers the traditiol headmen

Shillong, Sept 13: The Thma U Rangli (TUR) has reiterated that the Meghalaya Local Administration (Empowerment of Traditiol Institutions, Traditiol Bodies, Headmen in Governce and Public Delivery System) Ordince, 2015 should not be regularised into a law.

According to TUR, the ordince merely empowers the traditiol headmen even as it expressed its opposition to any new bill that “reproduces the flawed ordince”.    

“TUR opposes the ordince or any new bill which replicates the ordince and negates a comprehensive law that empowers the Dorbar Shnong and not merely the traditiol headman,” the TUR said.

The TUR also criticised the Meghalaya Governor V Shanmugathan for his delay to make his stand clear on the bills passed by the autonomous district councils.

TUR also reiterated that while statutory structures to existing local self government at the village level in the Khasi-Jaintia Hills is the need of the hour, it was imperative that such legislation ensures devolution of powers to the people at the village level, participatory, inclusive and deliberative mechanisms which are gender just and transparent and accountable democratic self-government that is structurally and fincially independent. TUR also demanded that the State government facilitates the constitutiol procedures of passage of a bill such that the district council can make necessary changes to the VAB so that it can filly be passed at the earliest.
